Bill Kristol doesn't want an unpopular amnesty to get in the way of a neocon winning the nomination and starting more wars in 2017. Obama has probably helped the Congressional GOP in the long run by not getting involved in more wars that they would fund for a GOP president.

Also you have a lot of pro-life and pro-gun candidates against this amnesty. Kristol doesn't want his chosen candidate to alienate major factions of the GOP.
