Navy Seeking More Minority SEALs

In nature, most seals are black, with relatively few white ones. The Navy's SEALs have exactly the opposite problem — they're overwhelmingly white, with hardly any blacks. So they're trying to do something about it.
It's a fundamental challenge in a democracy with an all-volunteer force: recruits may be drawn from all segments of society, but elite military units — and none is more elite these days than the SEALs, following their dispatch of Osama bin Laden last May — tend to draw from small pools of talent. The obvious point is that the SEALS are looking for "athletic young men" who "are smart and good in the water," they will have trouble recruiting from the African-American community.

The African-American community has plenty of "athletic young men", but not only do they tend to score lower on IQ tests, (a phenomenon referred to by educators as the "Test Gap") but 70 percent of black youths can't swim. High profile SEAL operations in Afghanistan have been conducted by helicopter, but the basic mission of SEALs is being frogmen, and BUD/S training is largely about swimming.

It doesn't matter whether the "can't swim" factor is due to urbanization, racism, or physiology. The North Miami PD dropped a swimming requirement for police recruits because it had "disparate impact," but it is not possible to have Navy SEALS who can't swim.

They'll just have start counting Samoans as "minority."
